James Phillips was charged with possession of a controlled substance, methamphetamine. After a pretrial motion to suppress evidence was denied, Phillips entered a conditional plea of guilty under Ark.R.Crim.P. 24.3(b). He was sentenced to three years imprisonment with eighteen months suspended.
