This is an appeal from a declaratory judgment. Appellee foreclosed on several properties for non-payment of taxes. Appellant purchased the properties at a tax foreclosure sale. Because Appellee refused to release its liens on the properties, Appellant sued for declaratory relief to determine the validity of its title.
