ENTRY ORDER

The Department of Aging and Disabilities appeals an order of the Human Services Board reversing the Department's decision to substantiate an allegation of abuse against Wanda Tinker. The Department challenges the Board's holding that the charge of abuse of a disabled adult, see 33 V.S.A. § 6902(1), could not be substantiated unless Tinker knew or should have known of the alleged victim's disability. We affirm.
