We granted certiorari to review the court of appeals decision in DeLozier v. Board of County Commissioners, No. 94CA0736 (Colo. App. Mar. 9, 1995). The court of appeals reversed the trial court's dismissal of the respondent's promissory estoppel claim against the petitioner.
