We must decide whether a trial court can dismiss a juror for bias or prejudice without declaring a mistrial if the parties do not agree to try the case with fewer than 12 jurors. Appellant City of Jersey Village appeals from a judgment in favor of the plaintiff in a suit under a former version of the whistleblower act.1 Because we hold that the trial court's failure to declare a mistrial was reversible...
