On June 24, 1992, Doe pleaded guilty to a one-count indictment charging him with conspiracy to possess with intent to distribute cocaine in violation of 21 U.S.C. §§ 841(b)(1)(A), 846. On November 6, 1992, the district court sentenced Doe to a sixteen-year term of imprisonment. After his guilty plea, Doe began to cooperate with the government. On October 18, 1993, the government filed a motion to reduce Doe's sentence under Fed.R.Crim.P. 35(b...
