On July 17, 1994, John A. Scudero, Jr., deployed a gill net from his commercial fishing vessel and caught several salmon in state waters approximately 1.2 nautical miles from Annette Island. The area was outside the 3000-foot boundary of the Annette Island waters reserved for Metlakatlans and was closed to salmon fishing.
