Defendant Adrian K. Williams pleaded guilty to retail theft, a Class 3 felony (720 ILCS 5/16(A)-3(a), 10(3) (West 1994)). In exchange for the plea, the State agreed to a sentencing cap of seven years in the Department of Corrections (DOC) and the dismissal of a charge of burglary.
