Roseland Krider and her four children received financial assistance through Aid to Families with Dependant Children ("AFDC") and food stamps under the Food Stamps Program. Because a daughter received a settlement in a tort action, the Louisiana Department of Social Services ("DOSS") terminated the family's food stamps and found them ineligible to receive AFDC benefits for ten months.
