MEMORANDUM OPINION AND ORDER

Following a 1990 jury trial in the Circuit Court of Cook County, the petitioner, Flenear Jefferson ("Mr. Jefferson"), was found guilty of murder and attempted murder. The trial judge sentenced Mr. Jefferson to concurrent terms of forty years imprisonment for murder and thirty years imprisonment for attempted murder to be served consecutively to a twenty-year sentence which Petitioner was serving...
