ELLIS, District Judge.

Petitioner, a Virginia inmate, filed this habeas corpus petition under 28 U.S.C. § 2254, alleging that the Virginia Parole Board ("VPB") unconstitutionally deprived him of his statutory good time credits. Respondents1 filed a Motion to Dismiss. Petitioner was given notice of an opportunity to respond pursuant to Roseboro v. Garrison, 528 F.2d 309
