WEISBERGER, Chief Justice.

This case comes to us on a petition for certiorari filed by the Rhode Island Department of Children, Youth, and Families (DCYF) to review a judgment of the Family Court requiring DCYF to develop and implement a treatment and rehabilitation plan for Craig P.
