LEDERBERG, Justice.

This case came before the Supreme Court on an appeal by the defendant, Arthur Bouchard, Jr., in his capacity as tax assessor of the city of Woonsocket (tax assessor), from three Superior Court judgments in favor of the plaintiffs, David T.
