This suit was brought by the United States of America (the "government"), seeking reimbursement from Murphy Exploration and Production Company ("Murphy"), pursuant to the Oil Pollution Act of 1990 ("OPA"), 33 U.S.C. § 2701 et seq., for costs incurred by the United States Coast Guard ("Coast Guard") in connection with the July 22, 1992, discharge of 500 gallons of crude oil from Murphy's oil production...
