Steffanie Bittner ("plaintiff") appeals from a grant of judgment on the pleadings in favor of defendants Robert Dodson, Michael Sisco ("officers"), and the City of St. Louis Police Board of Commissioners ("police board"), in her action for personal injuries resulting from an automobile accident. We reverse in part and remand for further proceedings.
