Twice in 1993, an undercover police officer purchased rock cocaine from Tommy Smith. Both times the officer wore a body wire to record the drug transactions. Before each transaction, a police agency issued written authorization to record the expected communication. Each request for authority to record described the expected location where the recording was to be made as the greater Seattle-King County area.
