This appeal arises from a summary judgment granted in favor of the defendants, The Law Enforcement District of Avoyelles Parish, Louisiana, and William 0. "Bill" Belt, Sheriff of Avoyelles Parish. Tommy Moseley, an inmate at the Avoyelles Bunkie Detention Center, cut his left index finger and left thumb on a table saw located in the hobby shop of the Detention Center.
