Proceeding both in forma pauperis and pro se, the plaintiff Russell Britschge brings this civil rights suit pursuant to 42 U.S.C. § 1983. Britschge alleges the defendant Ed Harmison, while performing his duties as a part-time police officer for the City of Overbrook, committed an "act of police brutality"...
