Plaintiff Donald Taylor brought this action by and through his mother, Pamela Taylor, as an appeal from an administrative proceeding. The purpose of the administrative review, in large part, was to determine Donald's least restrictive educational environment pursuant to the Individuals with Disabilities Education Act [hereinafter IDEA]. 20 U.S.C. § 1401, et seq.
