This is a civil case wherein plaintiffs National Wildlife Federation and Michigan United Conservation Clubs filed suit against defendants Carol Browner and Valdas Adamkus of the Environmental Protection Agency ("EPA") challenging the procedures EPA utilized in approving revisions made by the State of Michigan to its federally approved wetlands program.
