Salt Lake City appeals the sanction imposed by the Third Circuit Court as articulated in the court's Findings of Fact and Conclusions of Law signed January 9, 1995. The court reversed its previous decision, which dismissed the City's Criminal Information brought against defendant, because on reconsideration the trial court "f[ound] the [City's] arguments...
