The self-insured employer, Mathews Trucking, A Davison Company (referred to herein as "the company"), appeals a judgment of the Office of Workers' Compensation finding that the claimant, James E. Chitman, sustained a work-related injury and was entitled to certain medical expenses. Chitman answers the appeal, seeking an award of penalties and attorney fees.
