Petitioner seeks review of a decision of the Employment Appeals Board denying her claim for unemployment compensation benefits. She argues that the Board erred as a matter of law, because its decision was based on an invalid rule. She also argues that, even if the rule is valid, the Board's findings pursuant to that rule are not supported by substantial evidence.
