This case arises out of a dispute over the liability of the State of Louisiana, through the Department of Transportation and Development (DOTD), on a judgment rendered in favor of plaintiff, Carol Lewis. Lewis is the curatrix of her son, Jim H. Shiflett, Jr., who was interdicted following severe brain stem injuries which he received in an automobile accident.
