For yet a third time, we are called upon to review the constitutionality of a Congressional redistricting plan adopted by the Louisiana Legislature (the Legislature) following the reduction of the state's Congressional delegation as a result of the 1990 census. And for yet a third time we conclude — just as we have concluded twice before (once as to the very plan we review today) — that the redistricting plan enacted by the Legislature violates...
