Following a hearing, the County Officer's Electoral Board of Madison County removed Ronald "Rink" Lucas (Lucas) from the Democratic primary election ballot. L. Thomas Lakin (Lakin) appeals from a trial court order reinstating Lucas' name on the Democratic primary election ballot. At issue in this case is whether a nomination petition circulator's voter registration address and residential address must be the same....
