The sole issue in this appeal is whether the trial court erred by determining that campus police officers employed by Western Kentucky University's (WKU's) Public Safety Department are entitled to share in the distribution of funds from the Kentucky Law Enforcement Foundation Program fund (KLEFP fund) which is administered by appellant.
