A Superior Court judge dismissed the complaint of the plaintiff (Quegan) which, as amended, sought a declaration that the defendant, Massachusetts Parole Board (board), in deciding whether to grant Quegan parole, may not consider his refusal to admit his guilt of the crimes for which he was sentenced.1 Quegan appealed.
