We have consolidated for decision appeals by two Illinois state prisoners from the dismissal of their suits against prison officials in which they seek damages for alleged infringements of religious liberty. The appeals require us to consider for the first time the meaning of the term "substantially burden a person's exercise of religion," which is the key term in the Religious Freedom Restoration Act...
