This matter is before the court on Petitioner's Habeas Corpus petition filed pursuant to 28 U.S.C. § 2241, which was filed with the court on July 2, 1996. After being directed to do so by the court, the government filed a response on October 8, 1996, and Cannon filed a reply on November 14, 1996.
