BURNETT, Justice:

This is an appeal from an order upholding a county ordinance which imposes a solid waste disposal fee and requires multi-tenant property owners to be responsible for the fees of their tenants. The trial judge held the solid waste disposal fee is both uniform and constitutional. We affirm.
