David Blanque and Kathleen Dwyer are the parents of Jennifer Lynn Blanque, who was born on 27 March 1977 with permanent physical and mental disabilities. When Blanque and Dwyer divorced on 23 December 1982, Jennifer was placed in Dwyer's permanent custody and Blanque was ordered to pay child support in the amount of $300.00 per month.
