Petitioner-appellant, Glenn G. Payne, sought review by the district court of the Nebraska Equal Opportunity Commission's ruling that in discharging him from employment, the respondent-appellee, Nebraska Department of Correctional Services, did not violate the Nebraska Fair Employment Practice Act.
