George & Benjamin General Contractors ["George & Benjamin" or "appellant"] appeals the Territorial Court's December 1, 1993 Judgment denying injunctive relief to prohibit the Department of Property and Procurement of the Government of the Virgin Islands [sometime "Procurement" or "Government" or "appellee"] from awarding a contract to Unlimited Construction, Inc. ["Unlimited"]1
