This appeal requires that we determine whether the district court had jurisdiction to review a final administrative decision denying Petitioner-Appellant Hans Jueng ("Jueng") unemployment compensation benefits. Jueng appeals from the district court's dismissal of his petition for writ of certiorari for lack of subject matter jurisdiction.
