We are asked in this appeal to sort out the constitutional principles at play when a municipality, in pursuit of improved aesthetics, regulates signs and billboards. In many respects, this is a case of deja vu. Seven years ago, the same plaintiff successfully challenged a similar sign ordinance as violative of the First Amendment.
