Fredinardo Fernandez appeals his 87-month sentence for conspiracy to possess with intent to distribute cocaine, in violation of 21 U.S.C. § 846 (1994).

Fernandez was convicted on his plea of guilty, and was sentenced based on facts contained in the Presentence Investigation Report ("PSI"). According to the PSI, Fernandez's arrest was the result of a sting operation conducted by the Drug Enforcement Administration ("DEA"). The DEA received...
