MEMORANDUM OPINION AND ORDER

DOWD, District Judge.

I. INTRODUCTION

The Court issued a memorandum opinion on July 12, 1996 (Docket No. 118) granting the plaintiffs' motion for summary judgment with respect to liability on its claim that several defendants, including the Village of Minerva, intercepted their telephone communications in violation of the federal wiretap statute, 18 U.S.C. § 2520 ("Section 2520").
