Appellants' motions for rehearing are granted, the majority and dissenting opinions issued in this case on June 13, 1996 are withdrawn and the following opinions are issued in their place.

In this tax deficiency suit, Harris County (the "County") and Cypress-Fairbanks Independent School District (the "District") appeal from a take-nothing judgment entered in favor of the appellee property owners
