Appellant K.E.H. was charged with one count of murder for his participation in the gang-related, drive-by shooting death of Ronald Scales, Jr. K.E.H. was adjudicated delinquent by a juvenile court referee and, to protect him from other gang members, was sentenced to an out-of-state residential treatment facility.
