Before the Court is the Motion to Dismiss the Complaint and the Amended Complaint filed by Defendants pursuant to Fed.R.Civ.P. 12(c) (Court File No. 6). Plaintiffs moved the Court to allow a Second Amended Complaint (Court File No. 8) and responded to Defendants' motion to dismiss (Court File No. 10). The parties filed a Consent Order allowing Plaintiffs to file the Second Amended
