Gary Newsom and Jerome Wolf appeal the district court's summary judgment in favor of appellees State of Texas and State Board of Insurance ("the State"). The district court granted a permanent injunction prohibiting appellants from engaging in the unauthorized practice of insurance in Texas, awarded the State restitution damages for Texas consumers, and also awarded the State its attorneys' fees.
