In May, 1995, Kyra J. Mason (Mason) was arrested for driving while intoxicated in violation of § 577.010.1 Her driver's license was taken upon arrest. Mason requested an administrative hearing to determine if she had been arrested upon probable cause to believe she was intoxicated.
