The respondent, Morgan Joseph Hallmon (Hallmon), has been found to have assisted an unlicensed person in the unauthorized practice of law in violation of the Maryland Lawyers' Rules of Professional Conduct, Rule 5.5(b).1 That violation involved a hearing before a Zoning Hearing Officer for Prince George's County.
