GARDEBRING, Justice.

This case requires us to clarify the standard for removal of children to another state when the noncustodial parent opposes the move. John and Meredith Silbaugh were divorced on November 13, 1991. The parties stipulated to joint legal custody of their two minor children with primary physical custody awarded to Meredith Silbaugh. John Silbaugh was awarded liberal visitation which he has exercised consistently since the divorce...
