On January 23, 1995, appellant Jose A. Valladares was charged by information with seven felonies arising from a single transaction involving the sale of marijuana and methamphetamine. Valladares' arraignment was assigned to District Judge Connie J. Steinheimer. On March 2, 1995, eight minutes before Valladares' arraignment was scheduled to begin, Valladares filed a motion to disqualify Judge Steinheimer under NRS 1.230, NRS 1.235...
