Ross Reinhart appeals from a judgment in the district court1 dismissing his civil rights claim under 42 U.S.C. § 1983. Reinhart alleged that the City of Brookings prevented him from campaigning for public office during an arts festival in a public park in violation of the First and Fourteenth Amendments. We affirm.
