The State appeals the trial court's dismissal of the charges against Kyle Stephen Yates after finding he was denied his constitutional right to a speedy trial. We affirm.

Yates and a companion, Matthew Morgan, were arrested by off-duty police officers in Union City on August 14, 1993, and both were charged with D.U.I. Yates also was charged with permitting another to violate state law, failure to exhibit driver's license on demand, and obstruction...
