One year after Swafford's appointment as a member and chairman of the Dade County Board of Tax Assessors, the Dade County Board of Commissioners suspended him pending removal from office, then removed him for cause pursuant to OCGA § 48-5-295. A first removal resolution was withdrawn by consent because of defective notice, but after a second hearing, Swafford was removed. He contested the removal before the Board and appealed its decision...
