Deputy Phil Barney of the Sevier County Sheriff's Office was operating a stationary radar on Interstate 70 at the Sigurd, Utah, interchange at approximately 7 a.m. on June 23, 1993. He was positioned facing westbound in the center of the median. Deputy Barney observed a white Buick traveling eastbound and straddling the lane marker as it approached. The vehicle was directly in the center of the center line and straddled it for about 100 to 150...
